In this article, we propose the Fair Priority Model for COVID-19 vaccine distribution, and emphasize three fundamental values we believe should be considered when distributing a COVID-19 vaccine among countries: Benefiting people and limiting harm, prioritizing the disadvantaged, and equal moral concern for all individuals. The Priority Model addresses these values by focusing on mitigating three types of harms caused by COVID-19: death and permanent organ damage, indirect health consequences, such as health care system strain and stress, as well as (...) economic destruction. It proposes proceeding in three phases: the first addresses premature death, the second long-term health issues and economic harms, and the third aims to contain viral transmission fully and restore pre-pandemic activity. -/- To those who may deem an ethical framework irrelevant because of the belief that many countries will pursue "vaccine nationalism," we argue such a framework still has broad relevance. Reasonable national partiality would permit countries to focus on vaccine distribution within their borders up until the rate of transmission is below 1, at which point there would not be sufficient vaccine-preventable harm to justify retaining a vaccine. When a government reaches the limit of national partiality, it should release vaccines for other countries. -/- We also argue against two other recent proposals. Distributing a vaccine proportional to a country's population mistakenly assumes that equality requires treating differently situated countries identically. Prioritizing countries according to the number of front-line health care workers, the proportion of the population over 65, and the number of people with comorbidities within each country may exacerbate disadvantage and end up giving the vaccine in large part to wealthy nations. Augustine often pairs the words locutio and sensus in his efforts to interpret the books of the Heptateuch. Locutiones are un-Latin expressions in the Latin text of the Bible, which point to a Greek or Hebrew idiom behind the Latin. In each case, Augustine tries to decide whether or not a sensus, an intelligible meaning, can be found that explains the locutio. In some cases, he writes confidently that the idiom does not conceal a meaning. In other cases, he suspects (...) that it does; sometimes he can discover the meaning, sometimes not. This study demonstrales Augustine’s profound respect for the Old Latin text, as well as his effort to make sense of the text, without violating the rules of grammar or reason. Purpose: To reawaken the consciousness of all Africans to the implications of the metaphysical trajectory of time in Africa, which John S. Mbiti presents, in relation to personal and collective human development in Africa. Methodology: This work is expository, critical, and evaluative in its methodology. Findings: In Western thought, there is mathematical and linear time, as dominant ideas. Dominant because some philosophers, in particular Bergson, have their notion of time as mainly inclined to be lived, organic. It is linear time (...) in the sense that, it is an imagined line through which the distant past, present and infinite future is figured. Linear time as such does not exist, but it is a metaphysical notion existing in our minds. Linear time is unidirectional and mathematical. In Africa, African Philosophy is still fledgling. That is, it is not fully developed and documented. Consequently, even the field of “time” lacks a robust written commentary. Unique Contribution to theory, practice and policy (recommendation): Within the traditional African milieu, according to Mbiti, time is a two dimensional phenomenon, with a long past, a present and virtually no future. This is contrary to the linear time concept in western thought, with an indefinite past, present and future. This work is expository, analytical and critical in its methodology. The first part of the discussion is concerned with the nature of time (and its constituent elements) as a metaphysical concept. The second part focuses on the ordering of time as found among the Africans. Finally, the third part discusses some of the different activities (in customs and traditions), which point to the future. These include the meaning of life, rites of passage, painting and divination, etc. In the conclusion, a fundamental question is raised regarding, whether or not, the present organization of time, in Africa, as presented by John S. Mbiti, be perpetuated or changed, taking into account the pros and cons it bears. (shrink)

The justice literature has coalesced around the notion that actors (e.g., supervisors) tend to utilize the norm of equity for resource allocation decisions because it is generally considered most fair when employees who contribute more to the organization receive more resources. Yet, actors might sometimes utilize a need norm to allocate resources to those most in need. Studies that have addressed need-based resource allocations have assumed a relatively straightforward conceptualization of need. However, research from related areas suggests that multiple characteristics (...) of the need itself could trigger actors’ use of a need norm to allocate resources. We advance a theoretical framework that outlines various need characteristics that drive actors’ use of a need norm. The framework draws on the processes outlined in attribution theory and integrates those with the content domains addressed in fairness theory. A discussion of the implications for justice, attribution, and fairness theory research follows. (shrink)

Bruce Caldwell has disputed a number of points in my earlier account of the development of the Austrian school of economics from Carl Menger to Ludwig von Mises and F.A. Hayek. The issues in contention regard Friedrich von Wieser’s intellectual affiliation with Hayek and his influence on the formation of Hayek’s economic thought; Wieser’s status as a general equilibrium theorist; and the reason for Hayek’s early flirtation with general equilibrium theory. In this article I argue that Hayek was a self-conscious (...) adherent of the Wieserian tradition and remained so even after he received the Nobel Prize in 1974 and that he distinguished between this tradition and the Böhm-Bawerkian tradition followed by Ludwig von Mises. I also contend that Wieser used the construction of a general equilibrium economy subject to a single will as both a normative benchmark by which to appraise the performance of the real-world market economy and as an analytical tool to explain the formation of market prices. Finally, I argue that Hayek concerned himself with the problems of the Wieser-type general equilibrium economy beginning with his earliest writings as a professional economist, years before he began to focus on the theoretical problems of money and the business cycle.Bruce Caldwell a discuté un certain nombre de points de mon article récent sur le développement de l’école autrichienne d’économie de Carl Menger en passant par Ludwig von Mises et F.A. The French liberal school, the school of Frédéric Bastiat, thoroughly dominated economics in France for most of the nineteenth century. In addition, the school exercised a profound influence on the development of nineteenth-century economic theory outside France, particularly in countries such as Italy, Germany and Austria where its merits were recognized by eminent Continental marginalists including Böhm-Bawerk, Cassel, Wicksell and Pareto. In the United States, Great Britain and Australia, also, the school inspired a number of important economic theorists and movements (...) such as William Stanley Jevons and the American catallactic tradition. Yet despite its significant international influence, the school has been almost completely neglected by Englishspeaking economists and doctrinal scholars after World War One. In this paper, I suggest that the resolution of this puzzle lies in a conjunction of peculiar institutional and doctrinal circumstances that accompanied the professionalization of economics in France, Great Britain and the United States.L’école libérale française, celle de Frédéric Bastiat, domina totalement la pensée économique en France pendant une majeure partie du dixneuvième siècle. De plus, l’école exerça une influence profonde sur le développement de la théorie économique à l’extérieur de la France, en particulier dans des pays tels que l’Allemagne et l’Autriche. Dans ces pays, les mérites de l’école furent reconnus par des marginalistes continentaux aussi éminents que Böhm-Bawerk, Cassel, Wicksell et Pareto. L’école inspira aussi un nombre important d’économistes et de mouvements aux Etats-Unis, en Angleterre et en Australie tels que William Stanley Jevons et la tradition catallactique américaine. Néanmoins, en dépit de cette influence internationale, l’école a été presque totalement négligée par les économistes de langue anglaise et par les penseurs doctrinaux après la première guerre mondiale.
